After heightened federal activity in Minneapolis — including an ICE officer shooting and injuring a migrant, which sparked protests — unrest spread across parts of the city.
During one protest, federal personnel abandoned vehicles, including an unmarked FBI SUV, as tensions grew. A man, Raul Gutierrez, 33, of Minneapolis, was later charged with breaking into the FBI vehicle and stealing a rifle and other government property. Prosecutors allege he is a Latin Kings gang member with prior felony convictions, and he now faces federal charges including firearm possession as a felon and theft of government property.
Officials say the stolen rifle was recovered with help from the ATF. Federal authorities stressed that damaging or stealing government property endangers public safety and that those involved would be held accountable.
The unrest has drawn differing perspectives: federal law enforcement portrays the actions as criminal behavior amid protests, while local leaders and community members point to deeper concerns about the shooting and federal enforcement policies that helped fuel a tense atmosphere.
